The ground return currents of rectifier should not be part of the ground plane, because current spikes are very high and can contaminate signal ground. So, feed the ground return current of C30 and C31 directly to the transformer connector. Here the ground pin should also be isolated from the ground plane.
Add 100nF caps to the inputs of voltage regulators and connect them to the ground plane. Connect also the ground pins of voltage regulators to the ground plane. You should use 15V regulators. Turn R2 by 90° and pull the whole oscillator a bit to the right. Pull R1, C3 and R4 to the ground pin of CD4060 and connect R4 directly to the ground pin of CD4060. Put a 100nF cap in parallel to R4 and connect it also directly to the ground pin of CD4060. Make a local ground star point here. Move C22 and C23 also to this local ground star point. You can have a local ground plane arround CD4060, but keep it isolated from the main ground plane and have the only connection to it at local ground star point. The 47k resistor is missing at C12.
