If you answer the line the remote modem does not get any handshaking (the whistling and noise, when the modem tries to identify a common line speed) signals back from you and times-out, thinking (rightfully) that there is no carrier, and hence no modem at the other side (or any other communications problem preventing to "see" the other modem"). The modem thus breaks the connection with the correct message "NO CARRIER".

You will have to study the manual to your modem to find a way to make this happen. Somehow you will have to convince your modem to keep the line open for voice comms when no carrier is present/detected.

You probably are starting to realize that it is not as simple as sending an AT-dial command to a modem and then sending some DTMF codes on the line.... You will have to consult your modem manual and do some testing before you can actually start your programming...

What you want to accomplish should be possible I think, but it takes more than a few simple steps.
