You may want to look at a rate multiplier. I have no experience with them, but at first glance they appear to do what you want. Consider the CD4527 or the CD4089. RCA put out an application note ICAN-6739 entitled "COS/MOS Rate Multipliers-Versatile Circuits for Synthesizing Digital Functions"
