1)What will limit power comming from right side of Your circuit into flash tube?
2)How do You measure Va - with open switch S1 , or with closed S1 and phase regulated triac. In last case phase angle must be > 45 degree.
Discharging resistor in parallel with C1 will help to make measurements.
Also take in view reverse current of diodes D5,D6.
