Thanks for the advice. I've already tried substituting a different microcontroller and seen the same issues, so I think that part is ok. Admittedly, the hardware around the microcontroller is a little rigged, but all the connection seem proper. I'll give those a good probing.

I'm going to take a look at the oscillator frequencies in more detail. From what I've seen so far, the expected SPI output clock frequency matches what the simulator predicts, but it's possible something funny is happening elsewhere.

Are there any timings in particular that you think may be the culprit?
