Actually, for the vast majority of FLASH-based chips, as all the critical items (FLASH programming timing, high voltage generation - the 12V you need to supply is only a logic level to trigger the programming mode) are on chip, so it's none the different from the serial (ISP) programming. In most of the cases, there are no longer the issues which made the bad flavour of homebrew parallel programmers in the EPROM era; this is just that the manufacturers don't want the amateurs to tinker around.
