Why not create a real solution and use chains of maybe 80V instead? How fast do you need to flash them - can't you use a current-controlled driver?

I'm open to good ideas, can you explain me this?
I thought in using direct AC supplying because I dont want to spend LOTS with a supply enough to light several LEDs... 3 series of these LEDs are already more than 1 amp.
LED quantity here is not critic, (like over 20 LEDs is ok for me)
I dont know exactly the flash frequency, it will be a lightning device like a party strobe.
Can you explain me the current-controlled driver?
I know constant current drivers, but for low voltage systems, not for high voltage like here.

A. What is a cost of one (1) accident that burns 50% of your LEDs?
B. What is the cost if someone manages to touch the circuit and comes after you for compensation?
C. What is the cost if some inspector sees this design and orders it immediately removed?

A. like 20USD
B. I will protect with something like a glass or plexiglass.
C. I will use at home, I believe no inspector here, if some inspector comes then I really dont know.

EDIT: PS: I have read about varistor + fuse for protection... kinda "medieval" but could help?
