Add a motor to the encoder. Let the motor rotate the encoder in forward or backward dirction. Voila - now you have controlled that encoder.

On the other hand, I would assume that few real-world projects want to use motor just to create the effect of stimulating an encoder. I would assume that the motor would solve a real problem somehwere, and the encoder is the feedback that the motor does what was intended.

Obviously, it's not possible to tell how to control something if you don't tell what "something" is. Steppers are controlled differently from servo motors etc.
