I just finished a small project using the SiLabs C8051F826. This part has some 12 I/Os in an narrow S0-16 package. I chose the part for small pin count, low cost, easy to solder and very nice full programming and debug support via the SiLabs C2 interface.

It may not be the smallest package available (certainly SiLabs has plenty of smaller packaged parts but many of those are very hard to prototype with - even if you make a circuit board.

I'll post a picture of the small board I made with this part.
