I have only used the STC12C5A parts, which work fine.
The programming utility is called STC_ISP_V486-english.exe and it does NOT support the STC15F1xxx chips.

I would guess that STC would have suitable utilities for each chip family.
Yes, the data sheets do require a certain amount of imagination from the reader.

However, you can just try the peripherals and work out the 'anomalies' of the Chenglish in the data sheets.
