I pass this on by way of information - I haven't tried any of it myself:

People quite frequently ask about connecting 8051s to PCs - which often entails writing some PC software.

Microsoft seem to be offering free "Express" versions of Visual BASIC, Visual C++ etc:

Note even restricted to non-commercial use:
Microsoft said:
there are no licensing restrictions for applications built using the Express Editions.

Microsoft said:
as long as you download Visual Studio Express on or before November 7th 2006, you will not have to pay for it.
