Exactly. The first version of Windows NT (3.1) was released during the Windows 3.1 era. Windows NT 3.5x came out somewhere around the same time as Windows 95, but the new UI was not ported over to Windows NT until Windows NT 4.0. Similarly, the Windows 98 shell did not make it to Windows NT until Windows 2000.
