Please note that v2.9.0 is rather old - IIRC older than one year, and there has been quite a bit of development since then. You might want to prefer to download the newest version from the daily snapshots:

http://sdcc.sourceforge.net is the "official homepage" of SDCC, then click "snapshots" on the left. Scroll down to "Supported Windows Binaries" and download the newest exe, which is the installator. Install.

Note, that the documentation does not come with the installation (the historical reason was to reduce size of installator, it somehow remained so). On the same page, scroll down to "Documentation", it is a zipfile, its content belongs to [Program Files]/SDCC/doc/.

Please feel free to ask.
