No, some drivers really are poorly written; eg, they will give a different COM number when the adaptor is plugged into physical USB sockets on the PC.

Buying a cheap adapter is the fault of the user.

Well, yes - you gets what you pays for!

actual data can be lost because of the USB Host Controller that resides on the PCI Bus within the motherboard itself.

The same can be said of true UARTs - if the application doesn't service the port quickly enough, data will be lost.
