It isn't the huge strength, but the very visible change in light intensity that is the psychological trick.

For intensity, it's enough that the low beam is strong enough that you have a couple of meters of visible road when the car passes.

For many years, I used a Sigma lamp system with one 5W and one 10W halogen lamp. Turning off the 10W lamp was almost 100% effective to get the car driver to switch off the high beam. And the remaining 1% was efficiently curred by turning on the 10W lamp again - with a very tight and far-reaching bream it wins over the high beam of a car so no car driver ignores it. The 5W lamp has a very wide bream and can be aimed independently.
