As I read it, you are really looking for a way to make a web app having prototyped and verified your algorithms using Excel. I'm not surprised that you are being quoted serious money to do that, as it's quite a lot of work.

If you don't want to spend the money, you are going to have to learn to do it yourself. Contributors here are suggesting Java and Javascript (unrelated technologies with confusingly similar names), but there are plenty of other options. You can either follow the advice of someone you trust or you can pick the technology that you think will be of most benefit to you.
