There are vendors that have ARM Cortex-Mx in small packages.
For instance Energy Micro has QFN32 (6x6), QFN24 (5x5) and BGA48 (4x4). The last is only 1mm² bigger than the 3x5 MSOP10 footprint.
And SiLabs has some 5.5x5.5 and 6x6 as well.
