Often the most effective way to convince such a client is to give a clear costing of the extra work that is requires as a direct result of not having the source data.
That tends to focus the mind...

Every pixel of the displayed image has to have a pair of screen coordinates associated with it

Yes - that's what I meant by a pure binary image format
